A public tender process will be used to select appropriate Australian Implementing Partners (AIPs) for each of the projects, unless otherwise specified in the Project Design Documents. At least ten Program Stream projects will be tendered in three groups phased over the first two years of the Program.

There are no more tender rounds scheduled.

Step 1	Cardno Acil will place advertisements in The Australian newspaper and on relevant websites inviting registration of interest.
Step 2	Downloadable drafts of the relevant Project Design Documents will be available in Adobe Acrobat *pdf format at the time of advertising.
Step 3	Potential bidders should register with Cardno Acil their interest in receiving the tender documents following directions given in the advertisement.
Step 4	Parties who express interest will be listed publicly on the Cardno Acil and ASEC/AADCP websites to encourage links between Australian and ASEAN parties.
Step 5	Cardno Acil will distribute full tender documentation electronically to all registered parties on a specified date, a minimum of four weeks prior to bid submission date.
Step 6	Cardno Acil will answer questions on tender documentation via email to all registered parties. These written responses will constitute part of the tender documentation.
Step 7	Cardno Acil will appoint a Technical Assessment Panel (TAP) to assess, score and rank the technical proposals.
Step 8	Cardno Acil will open financial proposals and apply the formula specified in the Request for Tender to weight the scores for financial and technical proposals and then rank the bids overall.
Step 9	Cardno Acil will inform all bidders of the outcome and offer an opportunity for a verbal debriefing at a future date following finalisation of the contract.
Step 10	Cardno Acil will negotiate and sign the contract with the first-ranked bidder who will become the Australian Implementing Partner. The Project commences.
